To meet its customers' financial and operational needs as precisely as possible, the company has evolved an original business model founded on the delegated management of public services for public authorities, and outsourcing for industrial clients.
Delegated management of public services
For municipal and government services, delegated management refers to a specific type of contract in which the public authorities delegate the management of certain services to a private enterprise or consortium. This is not to be confused with privatization.
The precise form in which these services are contracted out varies from country to country and, indeed, from contract to contract. Generally, they are known as Public-Private Partnerships (PPP), with a specific variant in the United Kingdom known as Private Finance Initiatives (PFI).
Municipal Partnerships Outsourcing
Many industrial and business corporations, meanwhile, are increasingly outsourcing non-core activities such as process water production and residual water treatment, facilities management, utilities (energy, cooling and heating), etc.

From its solid French roots,Veolia Environnement has grown enormously in other countries, but in a selective manner. Its focus has been on areas of rapid economic development and countries where its business model and the capacity to meet long-term commitments are well established.
After western Europe,Veolia Environnement concentrates on eastern and central European Union countries, a few carefully selected Asian countries—China for example—and on large markets with considerable potential that have so far not been very receptive to management by private environmental services providers (especially the United States).
